The owner's Honcho client, blocking, with TLS: default features off,
feature tls. It adds only itself to the lock file (checksum a5ccccc2…,
as checked against crates.io in review). cargo deny passes. The
dependency and the egress to rift are documented; the egress table also
lists the design model's probe of rift in a throwaway workspace.

Follows the owner's other projects (sift, tether): nixpkgs pinned to
nixos-26.05, x86_64-linux, the version from the commit. `packages.default`
builds all six binaries with rustPlatform (tests stay in `make gate`),
`packages.tools-image` is deploy/tools-image.nix, and `devShells.default`
has Rust 1.95.0, clippy, rustfmt, cargo-deny and make. No NixOS module
yet: that is M8 (P22).
Checked on straylight: `nix flake check` passes; `nix build` gives
brokerd, bxctl, gatewayd, inferproxy, loopd and toolkit, each printing
its usage; `nix build .#tools-image` and `nix develop` work.

Implemented crates/brokerd/src/config.rs: typed Paths, Sockets, Approvals and
Config with serde(deny_unknown_fields, default) on every struct, hand-written
ConfigError (Read/Parse) with Display and std::error::Error, and the parse/load/
broker_socket/admin_socket/audit_dir/state_dir methods. Added serde, serde_json
and toml to crates/brokerd/Cargo.toml, registered pub mod config; in lib.rs,
added brokerd to the serde and serde_json Used-by cells in docs/dependencies.md,
and copied the given test and six fixtures byte-identical. 7 config tests pass;
make gate prints gate: ok.
