Add metacircular control programs to rift, orion, and vade

Install mciasctl, mciasgrpcctl, mcrctl, and mcproxyctl via new
configs/mcpkg.nix module. Adds flake inputs for mcias, mcr, and
mc-proxy from git.wntrmute.dev.
