Update PLATFORM_EVOLUTION.md and TOOLING.md for current state

Browse Source 
Reflect Phase E in progress, add orion to fleet, mark mcdoc as
deployed, remove deprecated mcdeploy, update multi-arch fleet info,
and add mcdoc/mcq to tooling tables.
